I found a small dog, I believed to be a Shih Tzu mix at approximately 5 pm this evening at the corner of Fowler and Thompson Street in the city of Newburgh. I took her to the city of Newburgh police department and they took her to Flannery. She did not have tags and was wearing a pink harness.
