I believe this cat is a stray. I have tried numerous times on my local next door app to see if she/he belongs to anyone. Very friendly, affectionate. No collar, very hungry

Found a girl cat. My friend used her scanner and saw that she is chipped. No owner’s name came up but the chip manufacturer saw that she was chipped at Pets Alive in March 2013. Maybe vet didn’t register her all the way?
